Galvatron needs someone to test out his latest Device of Annoyance, the Mad Machine, and determines that the only suitable Destron is the currently-dead Soundwave. So with the help of a little technology from Scorponok - as well as his head, retrieved by Condor - Soundwave is resurrected as Soundblaster.
In response to the threat of the Mad Machine - or possibly just simply to shut up Daniel's whining - Rodimus Convoy uses similar technology provided by Fortress, to bring Broadcast back as Twincast.
